Learning and Development Support Scheme

  • £835 for the Level 3 Diploma in Adult Care. Our price is £799, or £679 at the Service tier.
  • £1,100 for the Level 4 Diploma in Adult Care. Our price is £899, or £764 at the Service tier.

Frequently asked questions

Guides: Why combined authorities should fund training with full oversight · Adult care training refund scheme 2026-27

Can councils and combined authorities buy courses in bulk from Orvanta Open College?

Yes. Councils, combined authorities and other public bodies can buy qualifications, short-course licences, DBS and BPSS checks and our care management apps in bulk. You request a quote, raise a purchase order and we invoice you.

How much do bulk qualifications cost?

Volume discounts apply automatically from 5 learners: 10% off for 5 to 19 learners, 15% for 20 to 49, 20% for 50 to 99 and 25% for 100 or more. For example, the Level 3 Diploma in Adult Care is £799 per learner at list price and £599 at the Partnership tier.

Can we buy places for care providers in our area rather than our own staff?

Yes. Many councils and combined authorities fund training for the independent providers they commission. You can buy a block of places and allocate them to providers; we enrol the learners and report progress to you.

Can our in-house adult care services reclaim the cost through the Learning and Development Support Scheme?

The Department of Health and Social Care's Learning and Development Support Scheme lets eligible employers, including local authorities, reclaim the cost of listed qualifications for non-regulated adult social care staff, up to a maximum per qualification. For courses paid for between 1 April 2025 and 31 March 2027 the maximum is £835 for the Level 3 Diploma in Adult Care and £1,100 for the Level 4 Diploma in Adult Care. Eligibility rules, evidence requirements and claim windows apply, and funding is limited.

How do we pay?

By purchase order and invoice, with 30-day payment terms. For orders of 50 learners or more we can split invoicing into stages. We do not take card payments for council orders.

Are the qualifications regulated?

Yes. The qualifications are regulated by Ofqual. Orvanta Open College is an approved centre (centre number 11000895) that delivers and assesses them. Our manufacturing programme is designed by Orvanta and is not an Ofqual-regulated qualification.

Do you provide DBS checks for council staff and commissioned providers?

Yes. We arrange standard and enhanced DBS checks, with or without barred lists, through a DBS-registered umbrella body, and BPSS checks. These are quoted per check, with a reduced rate when ordered alongside qualifications.
